It's all about casting a wide net for more state revenue by way of permits, licenses, fees, sales tax, and income tax. Expect the trend to spread to other states later this year. Any claims to the otherwise (i.e. crime prevention) are a smoke screen to dupe the dull-witted.

Sounds like barking moonbat nonsense to me.

This particular canard seems to date back to 2011, at least. And even then, only on the "usual suspects" conspiracy websites.

True, but real research is the key to finding a real answer. Quoting Google is like quoting Snopes. It is Louisiana law, with a bogus twist added (actually excluded) by shyster websites (like the OP linked to). In fact, private residential sales (and many other sales) are excluded from the LA secondhand sales law: http://law.justia.com/codes/louisiana/2011/rs/title37/rs37-1861/

"B. Except as provided for in R.S. 37:1864.3 and 1869.1, the provisions of this Part shall not apply to:

    (1) Dealers in coins and currency, dealers in antiques, nor to gun and knife shows or other trade and hobby shows.

    (2) Persons solely engaged in the business of buying, selling, trading in, or otherwise acquiring or disposing of motor vehicles and used parts of motor vehicles, and shall not apply to wreckers or dismantlers of motor vehicles who are licensed under the provisions of R.S. 32:783 et seq.

    (3) Private residential sales commonly known as "garage sales" or "yard sales" as long as such sales take place at a residential address.

    (4) Any bona fide charity possessing a valid exemption under Section 501(c)(3) of the Internal Revenue Code.

    (5) Collectors, transporters, or disposers of waste whose waste collection, transportation, and disposal activities are regulated by the Department of Environmental Quality, or persons who collect, transport, or manage recyclable materials pursuant to a residential collection, recycling, or disposal contract with a municipality or political subdivision."

Basically it seems what the law really does is target for-profit second hand and thrift stores that aren't licensed pawn brokers. I can actually understand that, as those types of places can easily cheat the state on sales tax revenues since their inventory doesn't leave a paper trail.

It's important to remember that this law was passed to clamp down on thievery - notably, of things like catalytic converters - by making it harder for addicts and other vermin to turn stolen goods into untraceable, easy cash at junk dealers.

Didn't we have someone here who had their catalytic converter ripped out?

You're thinking of the way Maryland writes laws. The MGA would write it without any of the definitions because "everybody knows what a dealer in secondhand goods means". Then you'd get charged with it for having a garage sale because MGA didn't define what "dealer in secondhand goods" means.

The problem I have with that is the precedent it sets. What would stop them from adding ammunition to the list?

I would think there would be some kind of a federal violation in a state telling a business they can't accept US currency for payment.

In any case, I'm not getting too upset about anything I read on a website called govtslaves.com where the first thing I see when I click on it is an ad captioned "This could save your life but your doctor is HIDING it from you."

Cinch down your aluminum foil. And give me an hour or two to buy more stock in Alcoa.

Louisiana is a strange place. THeir laws and traditions are strange. Their people are certainly unique. THeir politicians are legendary. Billy Bob, et al, ain't gonna stand for not being able to use "cash American" for one thin minute. They're more often than not the progeny of pirates and bootleggers from generations way back. I ain't worried that they won't be able to use greenbacks for buying and selling.

Indeed, I'd sooner bet that some part of the pawn industry is weeding out with purpose.

Now, if the story was about them printing their own scrip and not using Uncle Sugar's increasingly worthless coins and bills, I'd be much more likely to believe it.

Just for my personal edification...is the preferred method of tightening down your aluminum foil hat a small, notched belt or do they have a screw knob that works in traditional fashion...righty/tighty and lefty/loosey???

And he causes all, the small and the great, and the rich and the poor, and the free men and the slaves, to be given a mark on their right hand or on their forehead, and he provides that no one will be able to buy or to sell, except the one who has the mark, either the name of the beast or the number of his name.
