    I have searched for over an hour and didn't find an answer so I will ask this directly.

    I have a C&R FFL and would like to purchase a C&R (non-regulated) rifle from another MD resident. Can I purchase this directly from the person using my C&R, or do I need to do anything else to legally make the purchase in MD (such as a background check, make purchase at a State Police Barracks, etc)?

    I have never made a direct purchase in MD so I have no idea if this is an issue.

    If its a non banned long gun you can do a private transfer even without a C&R. Since you have your C&R you will need to log it if it is a C&R eligible firearm.

    Your 03 FFL simply allows you to purchase/receive/sell a C or R firearm in a transaction that constitutes interstate commerce. An 03 FFL is useless/does not come into play when one Maryland resident sells or purchases a C or R firearm to or from another Maryland resident, because a transfer from one Maryland resident to another Maryland resident is not an interstate transaction, regardless of where you conduct that transaction. Under Maryland law, a Maryland resident who is at least 18 years old may purchase or sell a non-regulated long gun from/to another Maryland resident who is at least 18 years old so long as the transferor has no reason to believe that the transferee is a prohibited person.
