So in advance of preparing testimony what is the best position to take against repealing the board? My gut tells me to show MSP rulings are arbitrary and need oversight. I’m wondering if I should explain how restrictions don’t make sense and use my personal case or some other tact. Personally my issue is that MSP says you are good enough to carry but only under certain parameters but refuse to provide specifics regarding why exactly that mean. Stopping for groceries on the way home, going to gym before work etc... any input is appreciated for advice that night legislators actually think this through?

With the vagueness of the legislation regarding "good and substantial" there needs to be elected or legislatively appointed oversight supervising MSP. They don't have the authority to write or interpret laws, only enforce them. Being the final say on a permit gives them authority not granted them under the ( Maryland Constitution?).

They are discussing now in another committee on tenant rights what the definition of "substantial" is. Sounds like if the landlord wants to end the lease at the end of the term and tenant doesn't want to leave landlord will have to go to court and show just cause 'substantial reason' as to why they have to leave. Lady just testified that the right to housing is a human right.
