    State Senator James Brochin will speak to members of the Riverside Democratic club at 4/13 7:30 during next regular meeting at the Essex-Holley Neck VFW, 206 Rivership Road in Essex.

    I believe it depends on the event. Many VFWs rent their halls so it would be up to whoever rents the hall. In this case it would be up to the Riverside Democratic club. Given that this club is part of the Baltimore County Democrats, I would suspect that this meeting is open to the public.
