Rep. Trey Gowdy is the chairman of the Subcommittee of Crime, Terrorism, Homeland Security, and Investigations so ultimately he gets to decide whether H.R. 38 will pass the subcommittee and onto the House floor. He's already shared his support on NCCR. So chances of passing the House are high. I think you may see the subcommittee vote on the bill in the next couple of congressional sessions so circa by sometime in June.

I think they are being overly optimistic. The Senate and Schumer will be the stumbling block..

unless one of the previously mentioned legislative tactics are used.

    fingers crossed

NRA still optimistic, but it sounds like they want a vote close to the 2018 elections: http://freebeacon.com/issues/gun-rights-leaders-no-time-complacency/

Idiotic. The average American just doesn't care enough about this issue to vote on it. The idea that ordinary voters are going to "punish" Democrats for voting against this is lunacy. Better to ram it through now while we can. There used to be far less at stake at each election. For example, states like Virginia might elect a Democrat from time to time, but it would be a conservative Southern Democrat. Now, if someone like Cuccinelli loses, a Bloomberg type moonbat like McAuliffe will win instead. Anyone the Democrats run, basically anywhere, will be far left on this issue. And the average voter doesn't care. They vote based on their feelings about the economy and the general likeability of the candidate.

You can't ram it through the Senate with only 52 votes. You can bet Schumer will have the D's filibuster it if it's standalone legislation. The Senate's use of the "Nuclear Option" only affects confirmation votes.
The only way this will pass is if it's attached to a "must pass" bill either in committee or as an amendment on a straight party line floor vote.

    Not really

"Budget reconciliation" votes are simple majority also.

Afix this bill to something "funding", and whallah - national Reciprocity.

Unless Mitch grows a set, has a vote to eliminate the filibuster, then votes on the bill.

I believe for reconciliation everything needs to be about funding, no new legislation

Establish/pass reciprocity. One which has an Educational Funding component to it for Law Enforcement. It will establish the curriculum to effectively educate Law Enforcement on the intricacies of the new law. In Addition, the fund will establish a testing website for LE to access.

First Question....... Are you currently aware that Congress recently passed legislation that firearms carry permits issued from other jurisdictions or States are now valid in the whole of your State and must be recognized?

Answer: Yes ..... Congrats, you pass ..... no need to retake test

Answer: No ..... Well, now you are ! ...... Retake test ...:)

The problem is anything funding related has to be reaffiremed annually. A funding bill can only be valid through the end of the fiscal year for federal bills.

So national reciprocity as part of a funding bill would only be valid till 9/30.

Demand soars for concealed carry permits, data shows
    http://www.foxnews.com/us/2017/05/22/demand-soars-for-concealed-carry-permits-data-shows.html

The number of concealed carry permits in the United States has topped 15 million over the last year, according to data collected by the Crime Prevention Research Center.

That’s the largest one-year increase ever in the number of permits issued, according to the research center. In July 2016, the center reported that 14.5 million people had concealed handgun permits. As of May of this year, the number is already 15.7 million.

John Lott, founder of the group and a Fox News columnist, said several states, including Arizona, Florida, Michigan and Texas, have seen a big jump in the number of gun permits issued. There are several reasons for the increase – most notably, a rise in women and minorities seeking to purchase handguns, Lott said.

"I think you're continuing to see a change in the composition of people who go and get permits," Lott said. "Women are growing at a much faster rate than men."

We need a way to make it racist or sexist to deny passing this bill.

Are you sure? Obamacare was changed with reconciliation, and many of its provisions have nothing to do with funding, and wouldn't expire.

I'm thinking you still need the 60 votes for cloture. Just seems to easy; otherwise a lot more legislation would have been passed with just 51 votes. The Dems could have almost passed anything when they had a trifecta when Obama got into office.
