Answer - Probably not likely to end in a conviction .
Much more likely to result in revocation of Regulated Weapons Dealer Lic .
Very likely to have chilling effect on Md dealer from doing so .

Plan B - Do ordering thru ( or otherwise make equitable purchase from ) dealer in other state within driving distance . Physically recieve magizines there . Have pistol in question subsequently (re-) shipped to your Maryland Dealer .

Yes , there is extra shipping , and possibly transfer fee involved , wich will effect the $ bottom line .

I remember this being discussed here on MDS when the Maryland State Police issued the above advisory. Members here were pretty much divided on the legality of this. Some thought that Maryland had no authority to enforce their laws in other states. Magazine would need to be plugged prior to mailing it out for state to abide by that.

MD AG office pressured companies outside the state to stop selling "mag kits" to MD residents.

Do you think they are OK with MD dealers selling or transferring them??????
