    Can an under 21 person buy a stripped lower and assemble into HBAR legally?

    Can same person build an AR from an 80% lower legally assuming all md restrictions (HBAR) are followed?

    Question posed to me and I was not sure.

    If under 21, you cannot buy a stripped lower because it can become a pistol. You CAN get an 80% and make an HBAR.
