It stands for Non-Playable Character. In video games, NPCs respond to certain dialogue and can only say certain things, or in other words, they can only think what is programmed for them to think.
It was a 4chan meme I think that took off, it's used to make fun of both left and right wing people who can only spit out talking points and lack the ability to think for themselves.
