OP - did we answer your question? My two cents; you have three options.
1. Buy a stripped lower and assemble it (which is not too difficult), you'll need some tools. Then buy a complete upper that is HBAR Maryland compliant and all that.
2. Buy all the parts but borrow tools from another member (or just bring a case over to their house) and build it soup to nuts.
3. Build it your self and buy all the tools you need.

I'm going with #3 This won't be his only AR build(nobody can try just one).

This looks like a neat little starter's kit. Best price I've seen on it too...

I have been able to line up a gas block without a bore scope, but they are very handy, and at that price you might as well get one. They used to be like $250.

I agree. I wish I had just taken the plunge right form the start and bought the whole kit.

OP, keep in mind you can also build multiple uppers for a single AR possibly in multiple calibers.

if you need a borescope to line up the gas block, you have no business owning a firearm. Period!
