Permitted owning only one gun at a time and must ask permission to sell their gun.

What does this mean?
I thought almost all Israelis served in the military for two years and then became part of their reserves essentially making all citizens soldiers.
It’s oddly comforting when visiting Israel to see 18 year old young men and women with an M4 slung over their shoulder.
