    Authorizing a person to apply for preliminary approval of a handgun permit to wear, carry, or transport a handgun without completing a certified firearms training course; requiring the Secretary of State Police to investigate an application for a handgun permit; requiring the Secretary to issue preliminary approval if the applicant meets certain requirements except the certified firearms training course; requiring an applicant to satisfy the firearms training requirement within 120 days after receipt of preliminary approval; etc.

    HE introduced it in 2018 as SB0027 - it passed the Senate but got put in a drawer after recommitment to Judiciary. Special Order tied it up.

    Almost passed both houses in 2017, but the anti's made a trivial amendment @ 2333hrs, and couldn't be revoted fast enough to beat the clock.

    the synopsis sounded good.. but then reading the rest, they still have the G&S requirement.. and that's where i lost interest.

    I halfway wonder at times if these legislators put these bills in with really no intention to change things just so they can run back to their districts and say hey we’re fighting for you in Annapolis. I just don’t see much fight in any of them. I could be wrong though.

    A nice thought. And it would have been potentially feasible if we had succeeded in winning another 5 State Senate seats or 7 seats in the House Of Delegates. Unfortunately we gained only one Senator and LOST 7 Delegates. Those we lost included some of our strongest 2A proponents. Plus the DEMs took a sharp lurch leftwards, replacing a number of their more traditional Maryland Machine Politicians with “true-believer” socialists/communists.
    Elections have consequences and the extremely low turn-out by pro-2A voters has really hurt us —at least for the next 4 years.
    Personally I have pretty much given up on legislation for the foreseeable future. Our only near term hope is a favorable landmark SCOTUS ruling.

    Hogan cannot do anything if the bill never reaches his desk — which no pro-2A bills did in the last session. And he cannot even effectively veto anti-2A bills without the assurance of a legislative override.*

    If SCOTUS rules on one of the Peruta-like cases that are currently bubbling- up towards the Court, that is our best hope here in Maryland for achieving a Shall-Issue policy.

    What bill........

    The MSP acts at the pleasure of our Governor. They are able to make up the rules as they go. Certainly Hogan can set new or modify existing policy within departments as he likes.

    What Bill? This thread is based on the discussion of a bill to grant pre-approval for Maryland Handgun (Wear & Carry) Permits.

    I only wish that the Governor had greater power than he does for oversight of the MSP-LD. Unfortunately, the MSP takes their legal direction from the Attorney General — and we all know who that is.

    The last I checked the #1 at MSP works at the discretion of the governor and the MSP is the AG's client.
