I would ask if he built the upper or if he bought it from a reputable maker. If he built it, what specific parts did he put in it.
Chromed chamber. Phosphated BCG(if included). Fit(take your lower with you). Overall wear and appearance.

Just the upper receiver, guys. I'm going to be looking at a Colt A1 upper receiver, sans everything in front of the delta ring.
Pretty basic then. Fit and maybe take along a short bbl to check extension fit as well.
