I called VA's state number that was listed on the licenses page, woman said hmmm, hold on, and I waited and waited.... finally hung up.

So I'm going to ask here to see if anyone knows whats up.

We moved into a neighborhood that has a pond/lake, it is private and states CATCH AND RELEASE ONLY around the pound.

Since it is both private and catch and release only, would I need a license in order to fish with my son?

He doesn't need a license if he's under 16. But you need a license. You're not likely to get caught by the game warden, but the money helps wildlife and keeps the WMAs open.
