What would it take to convert the HQL to a CCW?

The idea is not getting rid of it since that would mean lowering gun control and that wont fly, the idea is to preach about how people who have it already did what most states don't do and then some, and they should be allowed to use it as a CCW.
Don't mind me, I'm just waiting.
Once a week Islamic suicide attacks in the region gets it done.

Wouldn't that get them to try and remove all guns from the state?
... all we need to do is tape over the 'NOT' on the HQL and it would say THIS IS A CARRY PERMIT

Now that's what I call a good idea. 
What are the differences in the requirements for each? Seriously, list them. They're not all that much different.

Maryland HQL and CCW?
On paper the only difference I believe is class time, 4 hours VS 16 hours
However, off paper, its about jerking the right guy into seeing reason that you should carry.
