    Sorry if it is a dupe.

    This copy is the first time since the 1990s that the manual has been made public. The ATF was not quick to supply the information to GOA, but continued pressure by the gun-rights organization forced the ATF’s hand.

    Maybe someone here could make a heavily redacted/ shortened version of key points for those of us who ain’t use to readn to much. Just a thought.

    Might not be. I didn’t look at it, so don’t know. As a federal employee who has dealt with FOIA requests before, generally anything that might identify a member of the public is redacted. Also anything that is used for things like fraud indicators and such get redacted as would probably techniques or triggers for things like criminal or civil investigations.

    So something like “if more than 3 instances of firearms are reported lost in shipping, a referral should be made for further investigation and if warranted civil charges”.

    That whole thing or most of it would almost certainly get redacted.

    Anything that could help someone with less than honorable intentions avoid scrutiny is usually redacted. Don’t want to hand a guide on how to slide under the radar while committing fraud or other crimes.
