Can I sell a regulated in MD rifle to a friend in DE OTC?

    I have a CAR15 that a friend in DE wants. It is a cash and carry gun there and I know that I can sell him a rifle or shotgun with no paperwork. The AR is a type X here and treated as a handgun in MD...so do I need to send it to a FFL in Delaware who will then hand it to him?

    ANY {modern} firearms transfer {between private citizens}, long gun or handgun, over state lines requires and FFL. Interstate commerce is one of the *very* few things BATF actually has clear authority to concern itself with.

    In the case of an AR-15 that is regulated in MD, either a MD FFL or DE FFL can handle the transaction, but the DE FFL can painlessly handle it like a routine long gun for him, vs using a MD FFL PLUS the MSP 77R process.

    E. Shell is correct in regards to your AR.

    As for *any* firearms transfer requiring an FFL - not completely correct. Antique firearms (pre-1899) are exempt.

    Thanks guys. Not the answer I was looking for but the correct one it seems. Wonder what Steeles charges for a FTF transfer
