First off OP, glad you are okay and sorry to hear about this happening.
I am sure it has been tried before but with all the liability lawsuits being filed against manufacturers and companies. How has no one who got robbed in a state where CC is not shall issue not sued the state? I guess they could say that you haven't applied for the permit therefore you can claim there is any liability but by that logic they should issue a permit if it ever does happen. I think the only shot for the OP to get a permit is to use the car and wallet as potential for them coming back to do more damage or prevent the OP from identifying them. Sad state we live in.
