    Most of the BoR has been incorporated but not all of it.

    What happens when the HPRB goes away in January as we expect it will? Does the state argue the case is moot as the board will cease to exist?

    Rhode Island is listed on Wikipedia as may issue. It says they were directed to go to a shall issue permitting system by court order but certain local jurisdictions are may issue by directive of the AG. Sounds like something froshy going on there.

    DE and CT are actually Shall Issue, albeit with lots of hassles .

    CA and NY are indeed May Issue statewide , albeit in some jurisdictions , the " May " in practice is Usually .

    This was news to me as well. I’ve not received MSI email in some time, and glad to see such a challenge!

    A very good friend and customer has told me a high level MSP female said to my friend that his restrictions mean nothing . And told him he is always working in the 2 companies he owns . I can not reveal who it is , but my friend is very reliable and told me I was crazy for even worrying about restrictions .

    Tell that to the Hagerstown bailsman who was arrested for being outside his restrictions. Or the Ocean City permit holder who was arrested for only this offense in stopping a knife attack. I say BS
