I filled a large box (about 2ft tall, and 1.5ft square) with rubber mulch and an extra sheet of cardboard on the front, just for long-term durability. Super cheap solution. A large bag of mulch is maybe $7? Replace the extra sheet with time. Worked perfectly with 1100fps pellet rifle. Nowhere near penetrating even 1/4 through. No bouncing or fragments flying around.
Be sure to use black rubber mulch. It's notably more tactical and a bit scarier.
