    The Bill has made it on the Senate Calendar, meaning it WILL go to the full Senate for a Vote. That Vote "COULD" happen today, by Friday at the latest...

    Im still unsure how they're doing with whipping up these votes. Apparently they need ALL 18 republicans to vote for it. Not sure how likely that is.

    Am hearing that the TX Senate has passed the floor vote, 18-13 which was the minimum. Will provide a link when I get one. If true, only the Governors Vote is needed and he’s said he will sign...

    Texans will soon be able to openly carry a handgun without a license after the state’s legislature passed a bill that repeals requirements for carrying a handgun.

    Though some Republicans voiced hesitancy over the bill, it ultimately passed the Texas senate on Wednesday in an 18-13 vote along party lines. The Texas governor, Greg Abbott, said he supports the bill and will sign it into law once it reaches his desk.

    Sounds like it's a done deal.

    So open carry will be ok w/o the permission slip ? Concealed carry will still be subject to a permission slip ?

    No, Concealed is addressed in the ConCarry Bill HB1927. Open carry is OK here IF one has the License to Carry (LTC).

    Not sure which scenario you said “no” to. So, the bill in question does NOT provide for concealed carry, or does?

    Not obvious I guess, thought you might just know the answer. Reading the entire bill and amendments on my phone is a show stopper at the moment. I suspect others stopping by here would also wonder about this fundamental question, if anyone knows a simple answer to it.

    Can't let people carry without background check.
    Need a provision to keep guns out of criminals' hands.

    Sort of. Without actually addressing concealed carry per se. The lawmakers objecting are quoted talking about seeing someone in a restaurant next to them with a visible holstered handgun, etc. So the writer there glossed over answering the obvious question most people would have while wanting to understand it, shy of plowing through all the legalese and amendment docs to figure it out. More signs of how junked up journalism has become, failing to answer the fundamental "W"s that used to be the sacred task of every article. Oh well! Guess I have to go get a cup of coffee and read the bill.

    As we all know from experience in Maryland - it isn't about control/accountability for the criminal element, it is the unceasing aim of control of the law-abiding to aid the quest for infinite power by any means necessary.

    Texas has a License to Carry Handgun (LTC) that can be applied for and after the citizen has met the requirements spelled out under TX law. The handbook is about 60 pages long and it makes very little distinction about carrying openly vs carrying concealed after the state SHALL issue or DENY for cause an applicant. The current legislation essentially eliminates this licensing scheme. Along with eliminating the licensing, the state would no longer have any way of annotating TLETS to inform LE that someone has been issued a permit. Without licensing, citizens in TX could carry openly or concealed without going through the process of obtaining a LTC. It is more about what the bill will do away with rather than what it will do.

    Of course if the D's ever come to power in TX, then I would expect them to do what the D's did in Colorado and attempt to out do California with their gun control laws.

    Thanks for addressing that. Very different mindset than carrying in MD, for those with a permit. Sure, you technically CAN carry open, but it's almost universally understood to be bad idea in most parts of the state, especially suburbia. I'm sure there are spots in TX that are the same way (I'm looking at you, Austin), so interesting to hear how it will work.

    In their defense they don't have anything else to go on but fear. The stats don't back up their position.
