    1. Senator Emmitt Hanger and Senate Democrats killed Constitutional Carry on Monday
    ************************************************************

    Sadly, Senator Dick Black's Constitutional Carry bill, which had cleared the Courts of Justice committee and the Senate Finance committee, was killed by a vote of 18 to 19 on Monday. Not one single Democrat supported gun owners (see report on Bloomberg buying them out, below) and one Republican didn't support us either - Senator Emmitt Hanger.

    Unfortunately Republican Senators Stanley and Wagner were not present (possibly out sick?) If they had been there, the bill would have passed the Senate by a 20 to 19 vote, as Democrat Senator Spruill was also out. :-(

    Here is the vote:

    PRO-GUN — Senators Black, Carrico, Chafin, Chase, Cosgrove, DeSteph, Dunnavant, McDougle, Newman, Norment, Obenshain, Peake, Reeves, Ruff, Stuart, Sturtevant, Suetterlein, Vogel—18.

    ANTI-GUN — Senators Barker, Boysko, Dance, Deeds, Ebbin, Edwards, Favola, Hanger, Howell, Lewis, Locke, Lucas, Marsden, Mason, McClellan, McPike, Petersen, Saslaw, Surovell—19

    NOT VOTING — Senators Spruill, Stanley, Wagner—3.

    2. Status of gun bills: good bills on the move, but a few bad bills are still alive

    Here are the gun bills that are still alive as of 1/29/19:

    Anti-gun:

    * HB 2504, Delegate Murphy, all protective orders take away gun rights for the duration of the order, in House Courts of Justice committee

    * SB 1078, Senator Howell, all protective orders take away gun rights for the duration of the order, in Senate Finance

    * SB 1163, Senator Saslaw, bump-stock ban, in Senate Finance

    * SB 1210, Senator Lucas, creates a new felony for one or more people who "intimidate" someone, in Senate Finance


    Pro-gun:

    * HB 1656, Delegate Cole, allow private or parochial schools to have armed security guards, passed the House and now in Senate Courts of Justice

    * HB 2548, Delegate Rush, makes sure police know a person has had their rights restored when stopped, on House Floor

    * SB 1012, Senator Chase, allows ON DUTY fire and EMS personnel to carry everywhere they go, passed the Senate and now in House Militia, Police and Public Safety committee

    * SB 1024, Senator Black, Church carry, passed the Senate and now in the House and not yet assigned to a committee (most probably will go to Militia, Police and Public Safety)

    * SB 1179, Senator Stuart, allows military domiciled in Virginia, but on duty in another state, to apply for a resident CHP, passed the Senate and now in House Militia, Police and Public Safety committee

    * HB 2206, Delegate Filler-Corn, removes tax from gun safes that cost $1,000 or less, In House Finance subcommittee #2

    Governor Northam threatened to take Republican seats if they didn't cave on gun control (as if Northam wouldn't try to take their seats anyhow <eye roll>). But so far the Republicans, with rare exceptions, have spit in his eye and have been standing strong in both the House and Senate.

    Oh, and Northam was bought and paid for to the tune of 1.4 MILLION dollars by Everytown for Gun Safety (aka, Mike Bloomberg). So was Mark Herring ($709k), Justin Fairfax ($103k) and even Delegate John Bell ($27k). All-in-all, Bloomberg spent 2.2 Million dollars to take away our gun rights in Virginia:

    Mark your calendars for Saturday, May 11th! That is the date of this year's Roanoke Rifle and Revolver Club/VCDL pistol shoot! More details to follow as the date draws nearer.

    An unbelievably bad New York City gun-control law is going to be front and center in the U.S. Supreme Court. The law in question will not let you take your licensed handgun outside the City for any reason. I expect this will be the end of that law and the case could open up other things, as well.

    9. CHP renewal experience in Smyth County
    ************************************************************

    Member Kendall Johnson sent me this:

    I wanted to share my experience of renewing my CHP in Smyth County. I went to the Clerk of Circuit Court's office after 3:00 PM on January 8, 2019. I filled out the renewal form in the office, had my questions answered by a very friendly and professional lady (I do not know her name), paid my fee and was out the door in less than 15 minutes.

    I received my new permit on January 19th. 9 business days! And the fee for renewal is $15.00 in Smyth County.

    Hats off to John Graham, Circuit Court Clerk, and his staff for a great experience. Also same to be said for the Sheriff's Office who did the background check.

    I have to admit that I did not expect the renewal process to take such a short time. When the letter from the clerk's office came I was afraid it was me being called for jury duty.

    I just wanted to give a shout out to the folks in Smyth County.

    On the other hand, South Dakota's state legislature just DID pass Constitutional Carry - headed to the governor's desk. We'll see if she signs it. Even though it would be lovely if it passed in VA (and MD, while we're dreaming), it is nice to have yet another Constitutional state to add to the stats showing the shocking lack of Wild West Bloodbath when we talk about this.

    There is no way the governor of VA would have signed it anyway. Not sure he will still be around by the time the bill would get to his desk though. If it did, he might be in a white sheet.
