Could Scotts do the conversion and would it be MD compliant?

Unless you pin the muzzle device, it's a SBR because of the barrel length. And it may not make the SBR greater than 29 inches requirement either. Here are the specs from their webpage.

Style: Converted PAP M85NP with Sidefolding buttstock and fake suppressor
    Caliber: .223
    Mfg: Zastava, Serbia
    Imported By: Century Arms International
    Condition: New
    1 year manufacturer's warranty

Barrel: 10.25″ , Cold Hammer Forged
    Bolt: Ground/Milled All-Over
    Weight: 6.8 lb
Overall Length Folded: 26.75" (without muzzle device)
Overall Length Extended: 34" (with 8" buttstock)

Understood. I got the impression CNC was selling the barrel pinned since there's no mention of NFA rules applying to purchase.

I'm not looking to buy a SBR right now but I do like the idea of putting a folding stock on one of these. I think a carbine version of this pistol would be pretty sweet. I'd be interested in converting one of it can be done in MD. I think finding a long enough muzzle device shouldn't be too hard.

So I guess the real question is, would it be considered a banned AK variant or does it have enough non-interchangeable parts?

Unless you are making an SBR with an overall length of 29"+, you can't put a stock on one of these in MD. They are an AK variant and would be banned as a rifle something with a butt stock and a 16"+ barrel).

These can be made into a SBR as long as you pin a muzzle device to the barrel to meet the OAL of 29", BUT, ATF seems to be kicking back SBR form 1 applications.

Anyone else who got one of these have a hard time ejecting mags? They go in fine, but are a bit of a bugger to remove.

I haven't had any problem using Pmags. They don't drop free but they aren't remotely hard to remove. Only problem I have is the occasional 1st round not wanting to feed.
