I don't remember which way it works offhand but the trigger group will only lock/unlock with the safety in one position. Or it may be that the hammer needs to be cocked/uncocked.
Sorry - It's been a while and I have dinner on the stove - can't check right now.
In any case - save the dremel for a last resort.

The rear sight is pinned in place. It should have nothing to do with installing the action into the stock unless you are trying to install it upside down!

Make sure you have the receiver properly seated on the cross bolt. Insert the front of the magazine onto it's pins and then push the body into the stock. If the bolt is not in the receiver, you should still be able to use you finger to manipulate the bolt catch to allow the back of the magazine to seat. Install your trigger group, bolt assembly, recoil spring and cover. Not much to them.

If the stock does not match the receiver, that comes with a whole 'nother set of problems as stocks varied by country, date of production and sometimes which arsenal produced it. It is best to start with making sure the stock is the correct one for your receiver. If the cross bolt is in a slightly different place, modification will be required and is a pain in the backside! Placement is critical!
    did this, it matches
You need to install the magazine before you put the stock on the gun.
    tried it

The safety must be engaged for the trigger group to go on/be removed.

This is the area you need to shave some.

Remove one blonde one and refit. Then another blonde one if needed.
I think this is it. thank you

Lance, filing the front portion is how you fit the magazine on an SKS.

It could be that the mag was 1) never installed on a rifle or 2) was installed and fitted to another rifle.

PS I still have a bag of parts with a bolt, recoil spring and some other stuff in my truck for when we meet.
It has to be a fit issue I'll try this everything looks correct but when the front is hooked in you can see that the mag doesn't have clearance at the rear. If i set mag on top of front locking piece you can tell it's about 1/6 or more to long. OK on the parts thank you much. going to NRA ?

Safety to the on position I think it's a fitting thing. I've tried it with and with out the stock I'll hand file it first dremel last resort thank you

Glad you got it together. You will enjoy shooting it, for sure. My only advice is do not buy cheap stripper clips. Find some surplus or BXN marked clips which work great. Anything by NCStar is a waste of money!
