    HQL = Handgun Qualification License

    After Oct 1 you will need an HQL to receive a handgun in Maryland.
    Their is no way to get one right now, so there is a BAN on the purchase of handguns as of Oct 1. Really a ban on them as of right now, because if you buy it, you cannot take it home without the HQL.

    After Oct 1 (in MD) you need to be finger printed and take a class. There are exceptions but that's the simple answer.

    You'll need the new Handgun Qualification License.
    People who bought their handguns only a few days ago do not need it because they are picking up their gun before October 1st. You cannot pickup a handgun prior to that date from today, forward.

    If you buy one today, you most likely wouldn't be able to take possession of it until the end of October or early November, provided you've taken a training course approved by the state, gotten fingerprinted, and paid a fee of $50 to the state for the application.

    Right now...at this very moment there is a de facto ban...you can't take posession of a handgun purchased today without an HQL....Of which there is no apllication for. (unless of course you are exempted)

    It's limbo time....

    It is basically a defacto ban on any common citizen that is not part of an excepted class. The ban gets removed once they have obtained an HQL.

    So, starting on Oct 1, no common MD citizen will be able to take possession of a handgun, full stop, end of statement. By anyones definition, that is a ban. (i.e. you are banned from taking possession of a handgun until you r receive an HQL).

    Long guns that were restricted such as AR's ans AK's along with others are banned along with magazines over 10rnds. If you want a handgun you need a license that could take months to get depending on what requirements they come up with and how long it takes to implement them x how long it takes to meet said requirements. A lot happened while many were sleeping.

    @ csanc123/dblas Possession and buying are two very different things. You can purchase a handgun right now, so therefore no ban.

    Today yes, on Oct 1 you will not be able to purchase a handgun without an HQL, so how would you define that?

    Section 5-117.1 (C)

    (C) A PERSON MAY PURCHASE, RENT, OR RECEIVE A HANDGUN ONLY IF THE PERSON:

    (1) (I) POSSESSES A VALID HANDGUN QUALIFICATION LICENSE ISSUED TO THE PERSON BY THE SECRETARY IN ACCORDANCE WITH THIS SECTION; AND

    (2) IS NOT OTHERWISE PROHIBITED FROM PURCHASING OR POSSESSING A HANDGUN UNDER STATE OR FEDERAL LAW.

    Again, on Oct 1 it will be a defacto ban.

    To be clear the OP asked "is it to late to get a handgun?

    He did not say purchase, which you assumed.

    And he did not receive which most of us presumed.

    I was clarifying what is BANNED and what it will take to actually buy and recieve any pistol in the forseeable future since those were the terms in question about the new law. There are bans and there are indeterminate restrictions.

    OP, as a blunt answer to your original question, no it is not too late to get a handgun. You will, however, be required to get an HQL(unless you are exempt) to be able to pick it up. If you try to purchase after 9/30/13, you will need to have an HQL (unless exempt) to fill out your paperwork.

    Let's try and not get silly with each other :)
