    a regulated rifle and a lower. Both items on the same paperwork.
    Forgive my ignorance but since he isn't a designated collector, doesn't that mean he can't do the paperwork for the lower he got denied until 60 days after he picks up the rifle and lower he already purchased?

    My FFL said I can fill out paperwork everyday, and I can pick up each lower (I ordered a bunch) 30 days after each other, even after 10/1.

    At best you could see if they would let you purchase the firearm, but I guess the store doesn't want you to buy it and not be able to do the paper work until after 10/1. Essentially that paper work can not be submitted until you pick up the other firearm.

    That is incorrect. You can submit 100 sets of paperwork in consecutive days if you want. You just have to wait 30 days between pickups. There is a thread on here discussing that exact topic that Patrick cleared up with MSP licensing.

    If it makes any difference, I did just apply to be a firearm collector last week. Does anyone know how long those are taking to come through?

    A1 lets me do as much paper as I want--just needed to watch the 30 day pickup. You need to "venue" shop your buys. Apparently Duffy's is the same. Find someone near you more conversant with the real rules.

    If the existing rules cause these problems, just wait for the new ones.

    Unconstitutional infringement
    Poll tax
    Void for vagueness
    Administratively unworkable

    and, most insulting to our intelligence and all reason: won't do anything to further its stated intent, just its unstated objective.

    It only infringes the rights of law abiding citizens, and does little to nothing to impede criminals.
