    Stating he applied in 2008. 3 renewals since. Has other states CCW. No limitations on any permit. Allows him to carry in multiple states. Telecommunications system installer. Company must have authorized, but didn't say so.

    Reading back restrictions. He has a restrictions, but said it was not. Never considered the permit restricted.(Interesting). Sold business in 2016. When applying for new, didn't have business in order to get permit. Pickle says no renewel since no business. Has friend who is an instructor. He is testifying. I guess the reason will come out eventually.

    MSP - July 25 2018 applied. Stated he was doing telecommunications and making deposits. Applicant had sold the business. No documentation was received supporting permit G and S. Had informal reviews, disapproval sustained by Pickle. Almost sounded like he was less than truthful, but MSP didn't say so.

    Applicant stating he has a non-compete but did do consulting. Also does custom closets ( yes, the room where you store your clothes... as I heard him.) Maybe putting servers in closets.

    2018 under non-compete. But now working. Custom closets - will not carry into homes.

    Not sure what's going on here. Board member asked about making deposits. Said no banks in bad neighborhoods.

    Board member asks MSP is ever granted permit after business has closed or defunct.

    MSP said generally no, unless there was a threat.

    Also said don't need an LLC, could be sole proprietor shop. Looks like the MSP and judge are telling him to go get a business for the only reason to support getting a permit.

    National guard on duty. Mentions he was Robby by convicted felons at his residence. Went to court to testify against person living down the street. Wants permit to protect self and family. Said clearance is not high enough? Wants to know why a secret is not good enough.

    Says he is an IT in private life. Wears military uniform. Firearms safety training. Properly handling of firearms. Has other state permits. Responsible gun owner and carries in other states. Resides in, but works in MD.

    The MSP used to summarily deny permits for sole proprietorships, which is the most prominent type of business the origins of which literally go back to the beginning of time.

    The MSP must be on a 5 year delay.

    Lasuick is the MSP guy. Applicant not prohibited. Member of National Guard and had secret clearance. Mentioned OPM data breach. MSP did investigate robbery (maybe B and E). MSP says could not show he is threatened.

    Maryland law only says, and I loosely paraphrase, “more than one’s own personal anxiety”.

    It doesn’t say TS, but not S.

    To me, if a second person shares or confirms your anxiety, that is in fact, by definition, more than one’s own.

    Has to do with level of harm that could be caused with the release of information you are allowed to access. Of course the higher the level, the deeper the background check.

    Secret = Serious harm
    Top Secret= Grave Harm

    Level of clearance is also coupled with " The need to know"

    Judge asks the MSP if they considered the totality of the circumstances and not separately. MSP says it depends on the applicant.

    Board taking a vote. MSP wins by majority.

    Next guy up. Contractor for insurance broker. Wants restrictions removed. Does carry checks. Has an example of $100k, but death in the family prevented him producing a copy.
