Does anyone know a machine shop or just someone with the tools to finish a 80% lower? Also is legal for a machine shop to finish it for me?

You have to finish it yourself. You cannot pay someone to do it for you. That said, I don't know of anyone with equipment to let you borrow, but there may be some on here. FWIW, a drill press and some mills and bits aren't super expensive. Maybe not the best way to go, but doable.
