Since some gun shops are open, you may want to try Worth a Shit, oops, Shot on Rt 301 near Crownsville.

Free state just updated their statement. They are open by appt for retail and training. Not the range however.

I know Chuck from Tyler's is doing small HQL classes and he gets fingerprints done by a fingerprint company in the same store complex who has coordinated with him in providing fingerprinting. It is probable that is still the case.
