    I agree with you about increasing education and enforcement. Existing education and enforcement costs money. More of it would cost more money. Where would/should that money come from if not increased fees?

    The budget. You know, the one that's bloated with pet projects and all kinds of other crap in VA just like it is here in MD. Instead of spending millions on studies about confederate monuments and spending the citizens' money moving statues here, there, and everywhere in the state. Or spending millions more "studying" how to change the names on roads and highways, they could, you know, make some informed decisions and put those millions to better use elsewhere.
