Pres. Miller is the only roadblock to Senate enactment of HB 1036, the bill that has already passed the House of Delegates and would simply allow the State Police to give preliminary approval to a carry application and then give the applicant 120 days to get the required training. No permit is issued until proof of training is submitted. Attached is my testimony on HB 1036 for the details. Starting at 10:36am today, politely light up Pres. Miller's phones and email and ask him to allow a vote on HB 1036. If you are his constituent, all the better, but that is not critical.
