Since he was in possession on the over 10 rounds magazines during the commission of a crime (impersonating an officer), is he chargeable?

Shouldn't be. IIRC the law is possession during commission of a "crime of violence".

PS.3.502.(b) Charge Description: IMPERSONATE POLICE OFFICER Charge Class:Misdemeanor
Nolle Prosequi on the 9 other charges. 5 of which were ""4-305. Detachable magazines -- Prohibited(b) Prohibited. -- A person may not manufacture, sell, offer for sale, purchase, receive, or transfer a detachable magazine that has a capacity of more than 10 rounds of ammunition for a firearm.""
1 year unsupervised probation.
He is now a prohibited person...
