Factory second mystery

I’m cheep and ordered some 9mm 115gr factory second bullets. Fine for plinking and groundhogs. I’m curious if anyone knows the answer to “factory seconds of WHAT?”

Last time I ordered factory seconds I discovered the cantalures were irregular.
This drove me nuts when seating the bullets. Some bullets were too deep/some to shallow.

I have ordered and used many a Midway “Factory Second “ bullet. Typical issue was irregular finish. Did not effect anything.
