The title of the post prompted me to look when I took the NRA Basic Pistol Course—April 6, 2013...and I applied for my HQL 7 years and 5 days later, April 11, 2020!

Better late than never. Designated Collector is something you should also consider. As of now it is free and doesn't expire.

After they passed that BS in 2013 I swore i would never get a hql but the Ruger wrangler made be break down and get it. I'm happy to say I have my wrangler now and I'm glad I got it. Don't remember exactly but I believe I got the Designated collector around 2003
