Has anyone an opinion / comments on:

    Issue Papers 2013 Legislative Session
    I stared at page #187

    Also:http://mgaleg.maryland.gov/pubs-current/current-senate-status-report.pdf

I realize this is an older post, but I guess I wanted to give it another bump... kind of.
According to FBI stats... 2012 total LEOs in MD.= 14,017
According to Issue Papers page 188 ...total active handgun permits=14,000
    3900 initial and renewal apps.
    214 avg. denials from 2008-2010.
Doesn't seem to be a lot of regular citizens with carry permits.

And here's how the law is actually made, both in DC and here.

    DC’s Legislative Business…
    https://theconservativetreehouse.com/2020/02/22/dcs-legislative-business/
...With people taking notice of DC politics for the first time; and with people not as familiar with the purpose of DC politics; we end up within two different references. Perhaps it is valuable to reset the larger frames of reference and provide clarity.

Most people think when they vote for a federal politician -a House or Senate representative- they are voting for a person who will go to Washington DC and write or enact legislation. This is the old-fashioned “schoolhouse rock” perspective based on decades past. There is not a single person in congress writing legislation or laws.

In modern politics not a single member of the House of Representatives or Senator writes a law, or puts pen to paper to write out a legislative construct. This simply doesn’t happen.

Over the past several decades a system of constructing legislation has taken over Washington DC that more resembles a business operation than a legislative body. Here’s how it works right now...

    Emphasis added.
