Of course , a 4473 must be completed before the purchaser takes possesion. But what I * think* MSP is saying is backwards, and can open up a can of worms. If you have a purchaser with an approved 4473 and a Disapproved 77E. ?
With the 77e, the 4473 is still a separate form. It needs to be signed & completed when the gun is transferred.
Just to be clear: fill out 77e and 4473 & submit 77e -> receive not disapproved and pick up -> complete and sign 4473 upon transfer. Could be the last step that they are overlooking.
