I believe Utah non-resident permit will allow us to carry concealed in our home state of Maryland. Here is the important language from the bill:

"...a person who is not prohibited by Federal law from possessing, transporting, shipping, or receiving a firearm,"
meaning law-abiding persons like us, who are not federally prohibited persons
"who is carrying a valid identification document containing a photograph of the person,"
like our Maryland driver's licenses
"and who is carrying a valid license or permit which is issued pursuant to the law of a State"
It say a state, (not restrictive language like a person's state of residence, or residential carry permit) so a carry permit from any state will do
"and which permits the person to carry a concealed firearm"
a Utah non-resident permit does just this
"or is entitled to carry a concealed firearm in the State in which the person resides,"
this is to cover constitutional carry states
"may possess or carry a concealed handgun (other than a machinegun or destructive device)..."

There you have it, this last clause tells us what having all of the above mentioned identification and permits allow us to
do.

Guaranteed. MGA will outlaw non-resident permits faster than you can say "watch for a Hogan pigeon hole".

What also happens with a national reciprocity law is states have to look at the savings in ending their non-resident permit processing as essentially they would no longer be needed by anyone.

Since most MD permits have "When working as ...." restrictions how would out of state permits work since most people coming to MD are not "working while here?

Will both House and if passed in the Senate cover cc in D.C. without a D.C. carry permit as long as not in the gun free zones..it's hard trying to find a detailed down to the streets mapping were you cannot carry while cc..

Doubtful.

You'll still have states like UT and VA that will cash in on the revenue (albeit as minor as it might be).
