Medevac decision is made by F/R, per Maryland protocols, once the patient has been turned over to definitive EMS care - as an EMT, I would medevac if the patient was classified as a P1 or P2 from that area (closest Shock/Trauma units are UMMC in Baltimore and PG Hospital, both 20-30 minute land transports in traffic at this time of day.Probably. I doubt they would medavac a bad guy
