    are chances good here? SD and Montana have been sad disappointments.

    The reason these things fail is because there is not much 'suffering'. If you want to carry, you go to your class, get the permit and receive reciprocity with all the surrounding states. The constitutional carry legislation is felt to be something pushed for by out of state interests and there is nothing that gets a rural legislators hackles up like outside interference.

    New map. Also it's worth pointing out ND does not have any unlicensed carry, so this bill is a big step forward even with the watered down residents only provision.

    Even though there's not a lot of yellow left, 1/4 of the US population is still locked into may-issue (i.e. "no carry for you") states.

    Oregon does not recognize any other state's permit.

    They've been Californicated a bit.

    They did have a reciprocity bill a few years ago that passed the House overwhelmingly, like with only 1 vote against, only to have the Senate bury it.

    after looking at that map, im actually surprised Oregon and Washington state are still shall issue. especially in Oregon with the California bleed over.

    If and when they do flip we will know the tide has turned back to the left on this issue. As it can be said now that know state that went shall-issue has gone back, until they do.
