    What is the rules and regulations (If any) in Maryland regarding blank firing guns?
    The guns in question are not able to chamber or fire live ammo.

    Are you talking about Starter pistols or regular firearms modified to fire only blanks? Mr. Smith's advice is good, but if you showed up at MSP barracks for a starter pistol I'd imagine they'd get a good chuckle out of it.

    Title 5. Firearms
    Subtitle 1. Regulated Firearms

    5-101. Definitions
    (a) In this subtitle the following words have the meanings indicated.
    ......

    (h) Firearm.
    (1) "Firearm" means:
    (i) a weapon that expels, is designed to expel, or may readily be converted to expel a projectile by the action of an explosive; or
    (ii) the frame or receiver of such a weapon.
    (2) "Firearm" includes a starter gun.

    (n) Handgun.
    (1) "Handgun" means a firearm with a barrel less than 16 inches in length.
    (2) "Handgun" includes signal, starter, and blank pistols.

    (It later excludes signal pistols approved by the USCG)

    Seems to me that the cruz of the problem is "may readily be converted to expel a projectile"

    blank gun does not fire a projectile. How easy would this be? Seems to me, pretty easy, just treat it like a muzzleloader.

    Just out of curiosity... what the legal separation between starter/blank pistol and toy/cap pistol... seems like another case of the State staying, it is whatever we say it is.

    A cap or a blank cartridge. Caps are caps, cartridges are cartridges.

    They are considered firearms. Someone I know got in serious trouble having an unloaded one in his truck. Arrested, tried, and convicted.

    There has to be some federal regulation that <should> supersede any stupid MD law. You can buy a blank gun and ammo over the internet shipped straight to your house. I use them all the time in active shooter training, and it never occurred to me that they were anything other than noise makers.

    The reply I got from MD State Police:
    "Blank pistols are considered regulated firearms and would require a Handgun Qualification License (HQL) unless exempt (active/retired law enforcement, military, FFL if a manufacturer) and registration using the Maryland State Police Portal."

    So one has to go through the same process as when purchasing a real gun. Maryland is a special place.
