    So if a single shot will lift a 400 lb barrel off the ground, then it would lift a man off the ground? Or is it because of the water, and it would go right through a man?

    more to do with the water and is nature of being un-compressible. Most likely would make a man feel a little light on his feet before dying. I guess ballistic gel dummies are too much money and effort.

    has to do with wave dynamics in a cylinder. You get constructive interference as the waves bang against the cylinder wall(which in this case isn't elastic like skin is) and then crash back into each other in the middle. It causes a high energy area dead center that expands in a vertical stream of water up and down.
