To add one more thing to the synopsis, she can also sell/transfer the gun to anyone in state who has an HQL.

Only gifting to immediate family members has no fee. Fee's apply when gifting to others as that is considered a secondary sale.

Didn't it would be free , but for a person in need with no pistol , it would be very generous even if the recipient covered the MSP fee.

The only thing I can think of is if she would gift the handgun to a very close friend of yours. Let him hold onto it. If you ever change your mind about an HQL, then he can gift it to you. Until such time, I do believe it is legal for him to loan that handgun to you, without you needing an HQL.
