    Does it matters as to what the previous/first/any configuration was in regards to a 4473 and what it is transferred as? Isn't any non-barreled receiver an "other"? I am pretty sure the ATF has been explicitly clear about this for several years.

    There's also that whole matter about whether an AR lower is actually a firearm or not anyways. I believe that question is still hanging out there.

    If it's a rifle, you can't make it a pistol. A rifle has to have a butt stock and barrel. If it's a lower receiver, you can make whichever one you want.

    He might be asking because there is an ip that sells lower receivers with butt stocks on them cash and carry, and the thread turned into a lot of arm chair quarterbacks saying what you can and can’t do with lowers, with regard to having to sell using pistol paperwork vs 4473.
