What do you use to check gun serial numbers, and people's background?

    So lets say you want to buy a gun from John Doe....how do you as a private buyer verify the gun isn't stolen? and if I am selling to John Doe how do I verify he isn't a felon? What is out there?

    I don't want the go to FFL answers or you should go to....not my question....if you just want to do a private to private exchange what do you use, or what is out there?

    MD Case search for MD criminal background. Not National and no way to check serials.

    Civilians don't have access to NICS or NCIC where stolen gun database resides.

    I have called the non emergency number and asked for an officer to come out and check a gun. Of course I do this afterthought purchase is complete and the risks mine. I do make a point to get the sellers full name and address on the bill of sale just in case.

    I have refused to sell because the other party did not have their HQL. Doesn't address a stolen gun but does allow you to sell and transfer at local MSP.

    Bill of sale with as much information as possible. If they have a carry permit from any state,C&R , hql or recent 4473 copy thats a bonus but not a deal breaker. Overall if the deal seems not quite right walk away.

    There are ads in our classifieds that demand the buyer have an HQL, even for C&R firearms. I find that annoying; there's no call for this level of ignorant behavior on the part of this community. Worse, once informed of the HQL exclusion, the insistence on having the HQL demonstrates advanced BGO syndrome.

    Many folks are running scared because they are worried about future litigation. They don't realize that they are playing right into the anti's hands by not conducting a lawful sale. The ATF/State regulations don't help as you almost need to be a lawyer to understand them. Then again, many get their information from the web without ever reading the regulation for themselves. This is truly a sad state of affairs. :sad20:
