    are you physically going to have to show the dealer your HQL? when you purchase the firearm? if so that would require 2 trips

    Hopefully, we've got a good legal team lined up for when this whole mess fails to work. Software is hard, and the state of Maryland has a very poor record with anything software-related.

    why not open it up early so we can get in and comfortable. is there going to be a backup to this what happens when it fails? forgive me if these questions are answered i havnt finished reading all comments here yet.

    That would require putting some thought into the process, which Maryland Gov is not at all good at.

    It's still a step in a good direction. Good grief, it's 2016 and fax machines are still being used to submit paperwork.

    That would be nice, but it is not how the instructions read. No matter when you fill out your new application online and get your PIN, it doesn't get submitted until the dealer enters their portion and submits. The part that I don't like is that it says in the documentation that the dealer needs to enter your CC number to the payment portal. And the fact that it says that you need to re-affirm your answers to the questions at the dealer because they may have changed makes me think that it is still going to be two trips to the shop. I am planning to start the process on Sunday for a new purchase. I am hoping for the best but expecting the worst.

    Unless the dealer willing to walk through those steps over the phone. When you come to pick it up they will recheck your ID anyways.

    But I feel that most dealers will want you to come in making it 2 trips like it is now.

    The CC issue is sort of moot other than if you like paying cash for privacy (which I do). But in MD with handguns there is no such thing as privacy.

    The 7day cooling off period still applies. I.e. Two gun store trips.

    Really? You are complaining about the requirement of an email address? This is one reason lawmakers and public officials don't take the 2A community serious. You will complain about anything.... just to complain. There is no perfect fix to this screwed up system Maryland has in place. But this system will drastically save time. When people were waiting six months for an approval and had no idea where their application stood, they were emailing the msp constantly. They didn't mind giving an email then. This system is designed to prevent any further debacles like the background check delays. They have made hundreds of other improvements as well. I am the first one to complain when the MSP is doing something stupid. But this may be the best thing that has ever been developed for the Licensing Division. I do see this opening up doors for the 2A community. Especially on the 7 day wait and one gun a month rule. But come on. Are you really complaining about giving an email address?

    Dude, my dad is 84 years old. He does not have an email address nor will he ever get one. He does not know how to use a computer or a mouse. I should also add that my father doesn't know what a PIN is and how to get money from an ATM. And he does not have a smart phone, Facebook account, or instagram.

    I would suggest you are wrong. The MSP never had much of a problem with the MAFSS system. Your paper application was stored in a file cabinet until it was entered as a final sale in the MAFSS system. Then it was placed in a filing cabinet in an often flooded basement where the moisture would cause many of the applications to stick together like they had been glued.

    Yes. This will make it slightly easier to track your purchase. But not much of a difference there. The data was already entered before a paper application was permanently filed in the basement.

    Picture this;
    300 to 600 paper 77rs plus additional paperwork totaling 6 to 9 pages, coming across one fax machine per day. The machine would get overheated and break down constantly. All those papers had to be sorted, filed, checked for accuracy, entered for billing, unstapled, hand stamped, signed, faxed back, stapled again, filed again, unfiled and additional info added once the dealer released the firearm, and all information entered into MAFFs. Quality control checks made and then filed again. All the billing and checks received was a full time job for two people that one amazing clerk did by herself.

    Now some of those were illegible, data was entered wrong, secondary checks had to be made and so on.

    The electronic form eliminates many many man hours, confusion, illegible documents, damaged paperwork, broken fax machines. This creates a much more efficient system. It saves tons of headaches and will help prevent a backlog of checks from happening in the future.

    I worked with these troopers at Licensing. They don't have a conspiracy to track your gun purchases. They want a better, more efficient way to do their job, using equipment and methods that meet the standards of todays' technology.

    And since I was begging for automation and funding for this, I am pretty confident I know why this 77r electronic form was created. I don't think I am sadly mistaken.

    This is a problem the state created because they refused to do a NICS check and accept that. No sympathy from me on this.

    The law needs to be repealed, especially in light of the HQL requirement

    Are you sure about this? I seem to remember something about it being a "cooling off period". However, my memories dim more and more as the days go by. :rolleyes:

    I own 10 pistols. If I buy another, what am I cooling off for? I already have 10 of them.

    Someone here can confirm this. IIRC the "cpooling off" thing is a MD urban legend.

    maybe Capt. jack can confirm this.

    Supposedly we'll at least be able to see when the "not disapproved" comes back on your application with the new system. Could give us some good data on timing to push for the repeal of an outdated law. It should be released as soon as the application is approved.

    No, your 77r checks don't start until conpleted with weapon information and submitted by FFL/msp barracks. That's when 7 day wait kicks off. And yes to 2 trips to FFL all the time. Nothing has changed in that regard only that you can fill your part out early.

    They have publicly accessible computers at the public library and you can get a prepaid CC. It's more difficult for those without these things in their home, but not impossible.

    We bitch (as we should) about the 7 day wait, my son-in-law is a retired LEO in Jersey. The 2nd week in Nov he purchased a Blue Label G19, from his local gun store. Off he went to NJSP an applied for a 'pistol permit'. Each purchase of a handgun in Jersey requires a 'pistol permit', very similar to our 77r. Just talked to him this am and the permit still hasn't been approved. Over the summer he purchased another handgun that took 3 months for approval.
