I am moving to Hanover as of the 20th of this month. My first orders of business will be a PA license and then my permit. Are there any sheriffs that will issue same day? Which ones are the best to go to. I am willing to drive a fair distance if there are any that do same day issues.

As a PA resident, you will not have any choice. You have to use the sheriff in your county of residence, in your case York. Non-residents get to choose their favorite county, but first must have a resident license from their home state. Most counties will have a PDF form which you can download and fill out, then mail to the county. A couple of weeks later you will get a letter telling you to bring the letter and $20 to the courthouse to pick up your license.
