What Rockzilla was explaining in post #18 . To test one thing, eliminate or minimize as many other variables as possible . And don't expect to be able measure more precisely than limiting factor ( aka weakest link ).
For example if Sammy Shooter ( hypothetical example ) has 2moa worth of shooting skills, and his rifle is capable of 1.5moa , he won't be able to differentiate between 0.5 and 0.75moa ammo .

Rock also gave two charts of twists and bullet weights in post #18 . For " normal " lead core bullets, the second chart is the closer one . ( Yes , I have tested different weights and shapes from a 1:12 .)
