How are they determining the order the bills come up for testimony? It appears totally random.

At this time of day, it's based on a loosely grouped agenda and then availability of the sponsor to break out of other committees to testify in judiciary.

Strictly speaking, if you live in Maryland, work, and pay taxes you need a brain function check.
Every time I look at my tax return I know I failed. I pay taxes for my family and 2 other people (probably in Baltimore) who dont.
