I was not surprised by the lack of anything regarding holding criminals accountable for their actions. However, there was one comment I was surprised to see.
"Develop programs to assure that guns confiscated through red flag laws and other methods be returned to the owner after conditions are satisfactorily met"
Not that it makes anything better, I was just surprised to see it.

The Task Force released its preliminary recommendations yesterday. And you won’t be surprised to learn how right I was. The Task Force’s recommendations include other “health” related ways to combat gun violence, but the real meat and potatoes of the Task Force recommendations include further draconian restrictions on gun rights.
Here are the legislative remedies suggested by the Task Force to “Support Gun Safety Measures at Every Level of Government”:
Support local Anne Arundel County legislation to require reporting lost or stolen guns within 48 hours in the county. The current state requirement is 72 hours.
Support local Anne Arundel County legislation to limit access to firearms by minors by requiring unattended firearms to be secured with a child safety lock.
Support statewide legislation to accomplish the following:
Require buyers of rifles and shotguns to have a qualifying license and be subject to a background check prior to purchase;
Restrict firearm access for those convicted of alcohol-related offenses;
Restrict firearm access for those charged with or convicted of intimate partner violence and develop a process for these individuals to surrender their firearms.

You can't swing a dead cat in this state without hitting a gun grabbing lefty so it's not really a great bit of prognostication to declare in advance the outcome when a gaggle of them get together.

It wasn’t enough for them to create a “gun violence” page to make fun of our “gun violence prevention” page; to post my home address online; to mail me photographs of loaded, pointed, semi-automatic weapons; to stalk behind me as I walked into hearings, and to make sure I knew whenever they were taking my picture.
After the last task force meeting on Thursday, gun violence survivors, widows, mothers who lost children, and their supporters posed to take a photograph. We were photobombed by We Will Not Comply who pushed their way into our picture. When I politely questioned their motives, they declined to move. We had to take our picture elsewhere.
I was there. It didn't happen this way.
They wanted to loom over us, to let us know they were in our space, to scare women with bullets that can’t be removed from where they lodged in their bodies and survivors with broken hearts this Christmas, celebrating our resilience and ferocity in the face of more threats on our lives.
While some members of the task force were chosen because they were gun owners — and some wear their sidearms to our meetings — the letters that they send to the editor of The Capital and to the Task Force record continue to claim there are no gun owners on the task force.
Way to misrepresent everything we said, ms. Chamblee. At least the Capital will keep printing anything you write.

In the next coming weeks of holiday celebration, especially if you have children in your home or alcohol at your table, I hope you will take the committee's recommendations to heart and lock up your guns, use your alcohol sparingly, and call 410-768-5522 for support if this holiday season brings depression and sadness instead of joy.
If that happens in Anne Arundel County this year, our gun violence prevention task force will have made the kind of progress toward these goals that we are hoping for.
