    So after oct 1 and after someone gets the new licsence when they go to purchase a new handgun will they have to do another background check even with the new licsence?

    The GA did not repeal any of the current process, just added more encumbrances.

    The "license" confers absolutely no benefit. You still have to wait, you still can only get one regulated firearm per 30 days (unless a collector) and each transaction on a different day requires a separate background check. The only thing this "license" does is make it more expensive & more inconvenient for lawful gun ownership. That was the intent when Daniel Webster at JHU cooked it up. Make it a pain for people to own firearms and they will not acquire them, goes his crazy hypothesis; never mind that lawful gun ownership has no causal link to crime.

    Ditto, I think the HQL app process just looks at the new normal 77r stuff and of course charges you $50 for the privilege to purchase a handgun.

    People in CT said the same thing in the early 1980s. The socialists-in-charge made sure that MOM-style taxes and anti-business attitudes at all levels of CT government took care of the "plentiful jobs" problem a long time ago. I suspect a repeat is coming soon enough to a state surrounding you if MOM and his cronies have their way. ;)

    Its not just the 77R stuff that's gonna trip up the issuance, it's the fingerprint analysis. MOM thinks he's gonna whip the MSP into pushing out the HQL's to prevent the probable stay on Oct 1... Utah says it takes months to get a response out of the FBi on prints.

    Not sure where that comes from, but the last CJIS I had run was only about 2 weeks.

    Methinks someone was loading your wagon with something other than what you paid for!!:D

    Hmmmph. Ok, I called out to the folks doing the Utah non-resident permits and they said it's taking a long time to get the FBI reports back.... Is that not related to the prints?

    Op, sorry to drag this off topic... Did you get your answer?

    (I) A COMPLETE SET OF THE APPLICANT’S LEGIBLE FINGERPRINTS TAKEN IN A FORMAT APPROVED BY THE DIRECTOR OF THE CENTRAL REPOSITORY AND THE DIRECTOR OF THE FEDERAL BUREAU OF INVESTIGATION;

    The central repository for MD CJIS only takes electronic fingerprints for background checks, i.e. livescan.

    I'm still waiting to see clarification on what the HQL will require with regard to the fingerprints.

    According to a Lieutenant in the Licensing Division:



    1. At this point, the State Police have applied to the DPSCS for livescan processing for the HQL. We are awaiting the processing code number.
    2. You still need new fingerprints for the HQL so that they are done under the proper code number that we are waiting for.



    So, it will be LiveScan only and it will be a different code than the CCW permit application. Anyone (like me) who has previously submitted LiveScan prints for the CCW will have to submit a new set of prints with the new HQL code (that squealing you hear is my bank account getting kicked in the nuts - again). :sad20:

    Wonderful, I tried searching for livescan sites in MD last night and couldn't find any other than in the Balt / DC corridor. I also didn't understand the costs for just fingerprints. Heck, I don't understand the 'codes' part either.

    I think the MSP barracks should be able to do the fingerprints.

    I hope the difficulty in getting them comes up as part of the lawsuit. How many folks are going to drive to the city to get printed?

    Thanks guys. Actually using the link above it appears there are 2 sites in town.

    Looking again, I think there are more close to you than there are to me here in Mount Airy.

    According to this doc it looks like we'll need an agency authorization number and an ORI # from the MSP before getting the prints done?

    I don't think the agency authorization is applicable, just the ORI#, but it's been a while since I dealt with that stuff. All the instructions and information should be released once the DPSCS issues the number (code) to use for the HQL. We will hopefully be seeing all that info in the next couple of weeks.
