March 25th is crossover day. If a bill hasn't moved from one chamber to the other by that date, then it has to go to Rules for a special exemption. As SB 281 has already come over to the House from the Senate, it won't need to go to Rules.

..and it is indeed the case with the House version HB0294. It was my understanding that the House has taken up the Senate version SB281. Can someone clarify this?
Yes the house judiciary committee is working off SB281
